New chief minister of Meghalaya

2009, May 13 Donwa Dethwelson Lapang has been sworn-in as the new chief minister of Meghalaya The oath was administered by Governor R S Mooshahary. The Congress party led by Lapang has managed to form an alliance called Meghalaya United Alliance has 37 MLAs, of which 26 are from Congress, nine from United Democratic Party UDP and two Independents.

Akula-II

India is all set to get its first new generation Akula-II class nuclear attack submarine by the year end. Russian Prime Minister Vladimir Putin has ordered the delivery of the submarine to the Indian Navy and has sanctioned $300 million for successful completion of the project. Russia was to deliver the Akula-II class submarine to the Indian Navy on a 10-year lease in June.

20th April 2009- India launched spy satellite RISAT-2
India’s all-weather defence surveillance satellite - radar imaging satellite (RISAT-2(300-kg)) - and the micro education satellite Anusat (40-kg) were successfully placed in orbit by an Indian rocket on 20th April 2009. RISAT is an all weather satellite to be used for remote sensing purposes, the presence of a synthetic aperture radar (SAR) built by Israel Aerospace Industries (IAI) gives it defense capabilities. The micro education satellite Anusat, built by Anna University and having a life span of one year, will carry out drought and wasteland monitoring, urban planning and other studies. “Anusat is expected to prod other Indian universities to built satellites and focus on space technologies.

Arrest warrant for Sudanese President
The International Criminal Court (Hague, Netherlands) issued an arrest warrant for Sudanese President Omar al-Bashir on charges of war crimes and crimes against humanity in Darfur. He is the first sitting head of state the court has ordered arrested.Al-Bashir's government denounced the warrant as part of a Western conspiracy aimed at destabilizing the vast oil-rich nation south of Egypt. The U.N. said Sudan had ordered the expulsion of six to 10 humanitarian groups from Darfur including Oxfam, Solidarities and Mercy Corps, and seized assets

TOTO Tribes at risk of extinction
T
oto tribe – one of the oldest Indo-Bhutanese tribes – living at Totopara, 100 km. from the district town in the Jalpaiguri district in KOLKATA. They are endogamous in nature, the members (only 1366 members left) of the tribe suffer from various inherent genetic disorders. The high presence of thalassemia virus among the members in the tribe, inbreeding increases the chances of carrying the deadly virus. The blood tests carried out on 385 unmarried Toto males and females by the NSCBCRI revealed that 14 per cent of them were carriers of the thalassemia virus. As per customs, any Toto member marrying outside the tribe is ostracised. The recent finding by the Indian Anthropological Survey says that the average lifespan of the Toto tribal people is 35 years. The DBT has approved a Rs. 30 lakh proposal of the city-based Netaji Subhas Chandra Bose Cancer Research Institute (NSCBCRI) to conduct a study on the health patterns and health management of the Toto tribal people.

Thalassemia is a group of inherited blood diseases that affect a person's ability to produce hemoglobin in red blood cells. A person with thalassemia does not have enough hemoglobin or red blood cells to carry oxygen throughout the body, which can cause mild to severe anemia

Areva signed a preliminary Nuclear deal with India, February , 2009
French nuclear giant Areva signed a preliminary deal to provide India with up to six new-generation nuclear reactors. The Paris-based company says the deal signed with Indian electric utility Nuclear Power Corporation of India Ltd. will pave the way for technical co-operation on at least two and as many as six of Areva's so-called EPRs, or Evolutionary Power Reactors, at the Jaitapur site in the western state of Maharashtra. The Areva-designed pressurized water reactors, which are meant to replace aging reactors around the world whose designs date from decades ago

On February 2, 2009, Iran launched its Omid satellite atop a two-stage rocket, the Safir-2, from Iran’s space center in the Semnan Province, southeast of Tehran.

2008 December MTNL launched 3G mobile services in India
2008 December, Mahanagar Telephone Nigam Ltd (MTNL) launched 3G mobile services in Delhi putting India on the global 3G map. The Department of Telecommunications (DoT), India had allotted 3G and WiMax spectrum to MTNL in the month of September 2008 with a view to ensure early rollout of the 3G and WiMax services in the country. It allows high-speed mobile broadband access at a speed of more than 386 kbps to 2Mbps. The services are expected to be launched by MTNL in Mumbai too soon.

Estonia - Parliament has approved a law making Estonia the first country to allow
voting by mobile phone. Estonians were allowed to cast Internet ballots in last year's parliamentary vote.


Investment Climate Index- Karnataka top - Kerala 2nd 
The World Bank has developed a new Investment Climate Index to help identify the key challenges and bottlenecks to be overcome in attracting business investment. In a policy research working paper, World Bank analyst Guiseppe Iarossi ranks the investment climate in 16 Indian States, using data from a survey of 4,000 entrepreneurs in 2005. Karnataka tops the list, with Kerala a close second.

Gram Nyayalaya Bill 2008 
Dec 18 NEW DELHI: Upper House passed the Gram Nyayalaya Bill 2008 aimed at providing inexpensive justice to people in rural areas on their doorstep. The Bill also provides for first class judicial magistrates dispensing justice and also aimed to sent 3000 judges, who will be the judicial magistrate first class (JMFC) to the courts. They will be called ‘Nyaya Adhikaris.’ 

India at 105th position in the Education for All' Development Index
UNESCO's – ‘2008 Education for All Global Monitoring Report’, which provides projections for 127 countries in terms of the goal to achieve universal literacy by 2015, puts India among the 15 countries with low `Education for All' (EFA) Development Index and its ranking has dipped from 100 last year to 105 now. At the top is Norway followed by the UK and Slovenia in second and third places.

Jan 2009 - effective way to remove heavy metal

South Korean scientists have come up with a very effective way to remove dangerous heavy metals such as lead from blood by using specially designed magnetic receptors. The receptors bind strongly to lead ions and can be easily removed, along with their lead cargo, using magnets. The Detoxification could theoretically work like hemodialysis: the blood is diverted out of the body and into a special chamber containing the biocompatible magnetic particles. Interceptor missile launched from the Wheeler Island
Defence Research and Development Organisation (DRDO) In a third successful mission, it proved that India could shield itself against ballistic missiles from enemy countries by successfully testing an interceptor missile from the Wheeler Island off the Orissa coast. The interceptor shot down a Dhanush missile heading towards the island. The interception took place at an altitude of 80 km over the Bay of Bengal. Project Snow Leopard (PSL)
The government of India launched the ‘Project Snow Leopard’ to safeguard and conserve India’s unique natural heritage of high-altitude wildlife populations and their habitats by promoting conservation through participatory policies and actions. This will strengthen wildlife conservation in the Himalayan high altitudes, covering Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Arunachal Pradesh and Sikkim. It aims at promoting a knowledge-based and adaptive conservation framework that fully involves the local communities.

Corruption Perception Index (CPI)

The Berlin-based international anti-corruption Organization, Transparency International (TI) has released its annual Corruption Perception Index (CPI) for 2008. Perceptions Index (CPI) scores show Somalia is the most corrupt countries in the world and Denmark being the least corrupt. The CPI value shows the link between poverty, failed institutions, graft and how the strength of oversight mechanism prevails in that country. Denmark, New Zealand and Sweden have been ranked at the top, each scoring 9.3. India scores 3.4 and 85th Position. Somalia is at the bottom with a score of 1.0

Controversy over Gorshkov Deal Between India and Russia

The ship was laid down in 1978 at Nikolayev South (Shipyard No.444) in Ukraine, launched in 1982. Originally named Baku, the ship was renamed Admiral Gorshkov after the collapse of the Soviet Union in 1991. India and Russia signed an agreement on January 20, 2004 for the purchase of the Russian aircraft carrier Admiral Gorshkov (INS Vikramaditya) at a cost of $1.5 billion, after hard bargaining which started in 1997. The Gorshkov deal between India and Russia has run into controversy over the price and cost overruns. The Russian failure to adhere by contractual agreements. A delay in the project and increase in price by US$1.2 billion due to “increase in scope of work not originally envisaged.” However, despite India’s displeasure, what made New Delhi accede to Russian demands is primarily due to the lack of an alternative to the Gorshkov in the immediate future. The delivery of India’s indigenous aircraft carrier, Advanced Defence Ship, will not occur before 2012 or perhaps 2015. Since the only carrier with India, the INS Viraat, is currently on life extension, this situation degrades Indian maritime security preparedness that revolves around acquiring three aircraft carriers.

4G Mobile Technology
The future, low cost, high speed fourth generation (4G) as short-range communication is an emerging service and application ubiquity, with a high degree of personalization and syn-chronization between various user appli-ances, will be another driver. At the same time, it is probable that the radio access network will evolve from a central-ized architecture to a distributed one.

The "Jansankhya Sthirata Kosh" (JSK)
The "Jansankhya Sthirata Kosh" (JSK) (National Population Stabilisation Fund) has been registered as an autonomous Society established under the Societies Registration Act of 1860. JSK has to promote and undertake activities aimed at achieving population stabilisation at a level consistent with the needs of sustainable economic growth, social development and environment protection, by 2045. JSK has undertaken a unique exercise with the help of National Informatics Centre to create maps which show the existence of health facilities district wise. These maps are an amalgamation of GIS maps and Census data which give a picture of each district.
Salwa Judum
Salwa Judum (translates as "peace mission") is a anti-Naxalite movement in Chhattisgarh, India, which started in 2005 as a "civilian movement amongst the tribals of the region", and later evolved into a militia as a counter-insurgency strategy in the state. Salwa Judum rallies; forcing of villagers into camps; inhibition of freedom of movement, extra judicial killings by SPOs; suspect encounters and non-recording of deaths, recruitment of minors as SPOs, and arming of civilians as a vigilante force. Expressing concern over the National Human Rights Commission’s (NHRC) report over the “atrocities” committed by the counter-naxalite salwa judum movement in Chhattisgarh, the Supreme Court asked the state government to come up with its stand on the remedial measures.
